Bernard Baars is the leading exponent of the Global Workspace Theory, or GWT.  GWT is probably the most popular current theory.  While GWT is consistent with almost all psychophysical observations, ie its descriptive ability is high, it lacks explanatory capacity, that is, it has little predictive power, the ability to extrapolate beyond its original data set.  This is shown by the way that GWT easily bends itself to new data points. However, its proponents would (correctly) add, so does the true theory.

It doesn't take a lot of reading to notice an important difference between TGT and GWT.  GWT takes pains to draw the distinction between volition and something its authors call 'consciously mediated action selection'.  This seems non-sensical. If the word 'volition' is to have any currency at all, it should be able to be used to describe the conscious selection of action*.  

*The Cambridge on-line dictionary defines 'volition' as 'the power to make your own decisions'.
