Noam Chomsky is the most famous linguist of the modern (ie post-war) period.  His name is not often directly associated with a specific cognitive theory, however, he proposes the following generality about all cognition, and hence, about all cognitive theories - that all cognition is inherently linguistic.

What does it mean for a process to be 'linguistic'?
